Scaling Innovative Community Solar Models
The Community Power Coalition is excited to be among the largest awardees under EPA’s historic Solar for All program. We intend to train an ever-growing cadre of developers across the country to deliver our programs and their multiple meaningful benefits, including:
Community-owned
solar
To build wealth in low-income and disadvantaged communities
Affordable multifamily housing solar
Solutions in regions where community solar is not currently an option
Resident-owned community solar
For cooperatively owned manufactured home developments
Models for rural solar programs
For rural landowners and rural electric cooperative ownerships
Community solar plus storage
Encouraged to enhance grid resiliency and reliability, while maximizing potential savings
Equitable workforce development programs
To share the benefits of jobs in the solar industry

Technical Assistance (TA) May Include:
Operating under a participatory governance model; using a Steering Committee that advises on participatory governance, program design, expansion focus areas, and funding allocation
Promoting the expansion of community solar to nascent state markets, with a "race to the top" and incentives in key states, currently projected in years 4 and 5
Building developer capacity and tackling barriers to development through training, TA, and peer-to-peer learning
Helping developers coordinate with local workforce ecosystems
Supporting community engagement through partnership development and culturally appropriate outreach and education
Aligning to and extending the impact of the National Community Solar Partnership and Community Power Accelerator
Financial Assistance May include:
Developer lines of credit
Pre-development, including recoverable grants
Acquisition & construction financing
Investment Tax Credit and interconnection bridge financing
Grants, at the project and subscriber level
Enabling transmission and distribution upgrades sited in low-income and disadvantaged communities
Permanent debt
Credit enhancements
Co-investment with community lenders
