Chief Strategy Officer

James brings over 18 years of municipal finance and affordable housing experience to his role as Chief Strategy Officer, in which he oversees IPC’s growth strategies and partnerships. Prior to joining IPC, James served as Director of Capital Markets for New York State Homes and Community Renewal (HCR), the nation’s largest affordable housing finance program. At HCR, he led the financing of the agency’s single-family and multifamily lending program, including the State’s $20+ billion debt programs. 

Prior to joining HCR, James managed the finance and the accompanying software development at Neighborly, a municipal finance startup that created an award-winning software platform that became the first to distribute municipal bonds through online sales. James has also served as a public finance banker for fourteen years, first at UBS Investment Bank and later at Morgan Stanley. 

A recognized leader in ESG and sustainable debt financing who developed award-winning issuance practices at HCR, James currently serves on the inaugural global advisory board of Nasdaq’s Sustainable Bond Network and is a fellow at the Urban Design Forum.
